保健食品安全的首道关口是生产企业，抓好本市保健食品生产企业的质量是关键。食药监局将监管企业进行了等级评定，分为A、B、C、D级，等级越低的企业监督检查的频率越高，大力推行质量授权人制度。并以新建生产企业、风险监测、评价性抽检风险问题产品较多的企业和停产半年以上的企业为重点企业。
