经过10多年的发展，我国民营医疗机构虽然数量增长较快，但规模偏小，服务能力不强。截至2013年，全国民营医院已达到1.13万家，民营医疗机构数量占全国医疗机构总数的43.24%，而诊疗人次数却仅占总诊疗人次数的2.7%，入院人数占比为2.5%，在每年超过1万亿元的医疗市场中，民营医院占比不足3%。

生存发展有“短板”

招聘难，留人难，这是民营医院发展的最大“短板”。如今，很多民营医院都是靠“两头”人才——刚退休的老专家和新毕业的大学生，缺乏年富力强的中间力量。医疗机构是科技含量极高的产业，技术水平和医务人员业务能力将直接关系到患者的诊断和治疗效果，同时也是医院发展、创新的保证。由于医生多点执业的政策始终难以落实，导致民营医疗机构人才严重不足，多数年轻的医务人员把民营医疗机构当作跳板，积累了丰富经验之后，便跳槽进入公立医院。此外，卫生行政部门和学术团体在专业技术人员职称晋升、学术交流等方面也很少考虑到民营医院，因此，民营医疗机构的医务人员晋级非常难。加之病源少、福利待遇较差，民营医疗机构难以招聘和留住医务人才，导致医疗服务质量下滑，来院就诊的患者数量就会因此减少，如此恶性循环，严重制约民营医院的生存和发展。

大力发展民营医疗机构，形成与公立医院的竞争态势，有利于降低医疗成本，缓解群众“看病难、看病贵”的问题。因此，耿福能建议：

一是加大政策引导力度，逐步引导患者向民营医疗机构分流，充分发挥民营医疗机构的服务优势，促进医疗资源的合理配置和有效利用。取消对民营医疗机构的医保总额限制，保证医保资金的正常支付，降低民营机构的医保定点医院申报门槛，统一公私医院之间的报销比例，同时合理监管医保资金的使用情况，真正做到一视同仁，不“重公轻私”。
