送审稿同时规定，网站没有履行管理责任，使消费者合法权益受到损害的，应当与网站商家一起承担连带责任。另外，网站如果作出更有利于消费者的承诺，应当全面履行，不能食言。网站注册地食品药品监督管理部门负责对网站实施监督管理。
